UPDATE 10/21/19:

NCAA, NYSPHSAA and the NYSCVOA has suspended RULE 7.1.2.4, the contrasting number rule, for the remainder of the 2019 - 2020 season. The suspension of this rule is temporary and WILL be enforced starting with the 2020 - 2021 season.

Beginning in 2020, the jersey number must be of a color that is clearly in distinct contrast with the color of the jersey, irrespective of any border around the number.

2020-RULE 7.1.2.4...Numbers on the jersey must be solid-colored. A "shadow" trim not to exceed 1/2 inch in width is allowable. Either the body of the numbers or the surrounding trim must be a color that is in sharp contrast to the jersey color. If trim is used, it must completely surround the number.
